Unplug your e-brakes and shift/gear sensor and then try to use the throttle. If it works, then plug each e-brake and sensor one at a time to determine which one is causing the issue. If you are using hydraulic brake sensors, your magnet may not be close enough to the sensor or the sensor could be faulty.
